Four people, including a Metropolitan Manila Development Authority constable and two sacked law enforcers, were arrested in separate operations after they allegedly kidnapped a Chinese national and robbed him of his sport utility vehicle and several vans in two instances.
Philippine National Police Chief Oscar Albayalde identified the suspects as dismissed policeman Mark Anthony Roque, sacked Philippine Drug Enforcement Agency agent Arnold Camayang, Alvin Jay Roque of the MMDA, and civilian Christian John Talaue.
According to Albayalde, two of the suspects flagged down victim Wu Shaowei on May 25, as he was driving his vehicle on Congressional Ave., in the pretext he had been charged with illegally running a business.
The suspects then forced the victim to board another vehicle, which they apparently also forcibly took from the victim on April 7, and demanded P3 million in exchange for the Chinese national’s release.
The victim immediately asked that he be taken to his house, got P300,000 from there, and gave it to the suspects, who eventually released him but forcibly took the victim’s SUV and other commuter vans.
The victim alerted the authorities.
Alvin Jay Roque and Talaue were arrested following a tip from an informant, while Mark Anthony Roque, who is believed to be the mastermind, and Camayang were nabbed by members of the PNP Highway Patrol Group on Thursday, June 7, after they failed to produce the necessary documents for the vehicle they were using.
The victim positively identified the suspects, who are from Tuao, Cagayan Valley and are related to each other, the police said.
The victim’s four stolen vehicles were also recovered.
Charges for kidnapping, robbery, usurpation of authority, and for violation of the Land Transportation and Traffic Code will be filed against Camayang and Mark Anthony Roque.
Alvin Jay Roque and Talaue, on the other hand, will face charges for violation of the anti-fencing law and for carnapping.
