QUEZON City, Philippines – Presidential Communications Secretary Martin Andanar said that the government is not able to take massive steps to resolve the traffic problem due to the failure to grant emergency powers to President Rodrigo Duterte.
According to the Secretary, the Department of Transportation (DoTr) is doing all it can to resolve the traffic problem.
