(Eagle News) – “Your days are numbered.”
President Rodrigo Duterte said this as he ordered the Department of Labor and Employment to submit to him a list of all employers and companies engaged in illegal contractualization and sub-contracting, more popularly known as “endo.”
He warned these companies and businesses which are circumventing labor laws through the so-called “endo” or “end of contract system” that government would go after them.
“I also directed DOLE to submit to my office a list of all companies engaged in, or suspected to be engaged in labor only contracting,” Duterte said on Labor Day, May 1, 2018, during his speech after announcing the executive order he had signed to end contractualization.
“To all non-compliant and abusive employers, or the so-called ‘cabo’ who are engaged in labor-only contracting, your days are numbered,” he said.
“I have warned you before, and I will warn you again, stop endo and illegal contractualization.”

The President said that he “will see to it that our laws are strictly enforced.”
“The government will not rest until we end this shameful labor practice,” he said.
“Endo” or “end of contract” refers to a scheme used by abusive companies to circumvent the law that requires companies to regularize their workers after six months.
Some corporations and businesses terminate their workers a month or two before their sixth month of employment, and then hire them again for a five-month contract period that will prevent them from being regularized.
“Endo” operates under the guise of contractualization that allows abusive companies to exploit workers.
President Duterte said this labor practice will not be allowed by his government.
During his Labor Day speech, the President said he would stop “endo” as he signed an executive order banning endo, illegal contractualization and sub-contracting of workers.
“I remain firm in my commitment to put an end to ‘endo’ and illegal contractualization,” he said.
-Revise Labor Code, Duterte tells Congress-
“However I believe that in order to implement an effective and lasting solution to the problems brought about by contractualization, Congress needs to enact a law amending the Labor Code,” Duterte explained.
The President said that the existing Labor Code is “outdated,” and said Congress should “come up with a new Labor Code to keep it atuned to the reality of our times.”
He said he is recommending the “entire revision” of the Labor Code by Congress, and said that Congress should “revisit previous laws.” (Eagle News Service)
