Ban on ‘endo’ or illegal contractualization, should be put into law, says political analyst

(Eagle News) — Political analyst and University of the Philippines Professor Clarita Carlos welcomes the executive order prohibiting illegal contractualization, also known as end-of-contract or “endo” signed by President Rodrigo Duterte on Labor Day, May 1.

But Carlos, in an interview with Radyo Agila, DZEC, said the executive order was not enough,

The professor encouraged the Duterte Administration to press for the passage of a law that will further the security of tenure of Filipino workers.

She said the signed EO is only for those employers who were avoiding their obligations to give benefits to the employees.

She said it is now time to end the suffering of Filipino workers.

“Ikaw halimbawa alam mong may pamilya ka pero alam mong at the end of six months, ang dami na namang agam-agam, the anxiety level is so high because meron kang continuing responsibility. At the same time, every six months, ikaw ay nininerbiyos kung ikaw ay mare-renewl,” Carlos said.

She said it was important for Congress to pass a law, as the executive order signed by President Duterte could be changed by the next President.

“Lamanan na iyan ng mga legislator, gawin nilang R.A. para magkaroon ng stability. Kasi yung EO parang jello sa susunod na Presidente pwedeng another EO, wala na naman iyan,” she said.
