(Eagle News) — President Rodrigo Duterte is slated to issue an executive order that will spell out the guidelines on localized peace talks with the Communist rebels, the Palace said on Thursday, July 12.
Presidential Spokesperson Harry Roque said the guidelines, which were already agreed upon during a recent Cabinet meeting, shall be followed by local government officials in their engagement of the rebels.
Below are the guidelines on the peace talks, according to Roque:
a. Nationally orchestrated, centrally directed, and locally supervised and implemented
b. Constitutional integrity and sovereignty will not be compromised
c. Complete and genuine resolution of the local armed conflict that shall cover the New People’s Army, organs of political power and Militia ng Bayan
d. If there is a ceasefire, the constitutional mandate of the State to protect public safety, civilian welfare, critical infrastructure and private properties and the guarantee of rule of law and order will not be compromised at all times
e. Government goodwill, full amnesty package based on disarmament, demobilization, rehabilitation and reintegration to the mainstream society
f. Substantive agenda will be based on the Medium Term Philippine Development Plan and Philippine Development Program 2040
The Palace again broached the idea of localized peace talks after the government canceled negotiations that were supposed to resume on June 28.
The government had cited the need for a public consultation beforehand.
