Senator Grace Poe-Llamanzares is in favor of granting emergency powers to President Aquino to avert the energy crisis.
But she clarifies that before granting said emergency powers, the Senate wants to know the details of said emergency powers.
The senator agrees that emergency powers should be granted because of the long process of granting permits before a power plant could be constructed.
But the senator also admitted that there are negative expectations regarding the grant of said emergency powers.
