Ruby retains strength, crawls towards Luzon

After slightly weakening earlier this morning, Ruby has maintained its strength and slow upward movement towards Luzon with maximum sustained winds of 140kph and gustiness of up to 170kph.

The eye of the storm was last spotted 60km west of Masbate City, in the vicinity of Aroroy town.  It is moving west north west with a speed of 10kph.

PAGASA reported that the third landfall is expected at Sibuyan Island in Romblon between 2AM to 4AM on Monday (December 8).

Signal No. 3 has been raised in Masbate, Ticao Island, Burias Island, Marinduque, Romblon, and Oriental Mindoro, while Signal No. 2 remains hoisted over Sorsogon, Albay, Cavite, Laguna, Batangas, Lubang Island, Quezon, Occidental Mindoro, Camarines Norte, Camarines Sur, Northern Samar, Samar, Biliran, Aklan, Capiz, and Northern Cebu including Cebu City, Bantayan Island and Camotes Island.

Metro Manila, Zambales, Bataan, Nueva Ecija, Tarlac, Pampanga, Bulacan, Rizal, Catanduanes, Northern Palawan, Iloilo, Antique, Guimaras, Negros Occidental, Negros Oriental, Eastern Samar, Leyte, Southern Leyte and other areas of Cebu are under Signal No. 1.

Ruby is expected to exit the Philippine Area of Responsibility on Thursday, December 11.

Meanwhile, 11 countries have pledged relief assistance to victims of the typhoon.

AFP Chief of Staff Gen. Gregorio Catapang said that those who promised aid include Australia, the United States, Malaysia, Brunei, Singapore, Indonesia, Thailand, Canada, United Kingdom, China, and Japan.

Aside from relief operations and humanitarian assistance, the said countries also lent aircraft carriers to lift and bring supplies to areas ravaged by Ruby.

In a statement, European Union Commissioner for Humanitarian Aid and Crisis Management Christos Stylianides said that the European Commission is dispatching a team of humanitarian experts to the Philippines to support the response and to help assess potential needs for assistance.

“The Commission’s Emergency Response Coordination Centre (ERCC) in Brussels is closely monitoring the situation and is liaising with humanitarian organisations on the ground to ensure a coordinated approach in case the needs emerge,” Stylianides said.

Military responders have likewise been deployed in strategic areas for clearing operations, as part of efforts to deliver relief goods to typhoon-hit areas as soon as possible.

Deputy Presidential Spokesperson Abigail Valte said that more than fifty thousand food packs are set at the Department of Social Welfare and Development’s warehouse at Pasay City and its packing hub at Cebu.

Valte also said that DSWD Secretary Dinky Soliman is also in constant coordination with local governments for the distribution of food packs to typhoon victims.
