QUEZON City, Philippines – According to House Speaker Sonny Belmonte, President Benigno Aquino can use his presidential prerogative to implement a salary increase for more than one million government employees this year, with the failure of the Congress to pass the Salary Standardization Law, (SSL-4). Belmonte added that the House of Representatives was able to pass its own version of the law but the Senate failed to do the same with its own version.
