QUEZON City, Philippines – The Department of Energy countered its earlier statement, now saying that the DOE is not sure that the May 9 election will be “brown-out free”. Energy Secretary Zenaida Monsada said that the DOE is doing all that it can to guarantee that there will be a sufficient energy supply during the elections and that there are no problems in the Luzon Grid. Monsada defended that the government does not control electric power plants.
