Commission on Elections (COMELEC) Chairman Andres Bautista asked the public to take into consideration the pre-campaign spending of candidates when choosing who to vote.
Bautista added that the issue regarding pre-campaigning is a moral one and not a legal matter especially since there is no no law prohibiting such.
