Bicam approves bill seeking harsher penalties for hazing

(Eagle News) — The bicameral committee of Congress has reconciled the Senate and House of Representatives versions of an amended anti-hazing law.

Senator Panfilo Lacson said that under the reconciled version of  Senate Bill 1662 and House Bill 6573, stricter penalties were imposed for hazing.

Officials of a group that resorts to hazing are also made liable under the reconciled version even if they are not present during the rites.

“Tinaasan ang lahat na penalties including those who did not actually participate but were present. Tapos tinaas din ang level ng penalty sa officers. Even if they did not actually participate but their mere presence being officers, parang katumbas na sila sa actually nag-participate. Meaning reclusion perpetua na ‘yan,” Lacson said.

He said the act of covering up was also “properly covered.”

“Kasi sa old law nag-rely lang sa Revised Penal Code ang accessory after the crime. Ito in-incorporate na namin sa Anti-Hazing Law ang cover-up,” Lacson added.

The lawmaker said that the proposed anti-hazing law was expected to be ratified by  Congress next week.
