Chairman of the Commission on Elections, Sixto Brillantes is scheduled to retire this week but he assured the public that the COMELEC’s plan for the 2016 elections will go smoothly. Other than Brillantes, two other Commissioners will also resign, leaving the COMELEC only four commissioners to handle the preparations for the 2016 elections.
