Naglaan ng pondo ang Civil Aviation Authority of the Philippines (CAAP) para sa mga paliparan sa Eastern Visayas para sa upgrading at rehabilitation nito. Layon rin nitong makasabay sa tumataas na air traffic demand at lumalakas na turismo sa rehiyon.
