Aklatang Bayan is a revival of the CCP’s Library project in 2002 entitled “Establishment of Reading Centers in Barangays of Metro Manila.”
It was launched in line with Republic Act No.7743 (“An Act Providing for the Establishment of Congressional, City and the Municipal Libraries and Barangay reading Center throughout the Philippines”) under former President Joseph Estrada’s program on mass education for the poor. The CCP Library and Archives’ partner institutions in this worthy undertaking then were Adarna Books, Asia Foundation, Library of Congress (Manila Office), Philippine Board on Books for Young People and Rex Oasis Publications. They donated art and children’s books as well as other interesting publications on handicrafts, decorative art, culinary art, home furnishing and decoration, fashion and design, theater arts, film appreciation, and song writing, among others that benefited many children, out of school youth, parents and other residents of the community.
