(Eagle News)–The Commission on Human Rights has condemned the brutal slay of a 16-year-old student in Cebu.
“No one deserves to suffer from such violence, especially that the victim is an innocent child,” CHR spokesperson Jacqueline de Guia said in a statement released hours after the body of Christine Silawan was found in a vacant lot in Lapu Lapu.
According to the police, her head had been skinned, exposing her skull, and there were signs she had been raped.
The police have launched a manhunt operation against the three men who were last seen with her.
De Guia said the “act desecrates human dignity and must be punished.”
“To this end, CHR Region VII will be dispatching a Quick Response Team to help in the investigation and in pursuing all perpetrators of the said crime,” she said.
On Tuesday, March 12, the Department of Education reiterated its guidelines to ensure the safety of students.
It reminded schools to restrict the practice of extracurricular activities to up to 5 p.m., instruct school heads to advise learners to bring packed lunch or snacks instead of buying food outside school premises, ensure that fully functional closed-circuit television cameras are installed in strategic areas; request additional presence of police or barangay tanod in the area; and advise students to always go in groups when out on the streets, especially when it is already dark.
