According to the Commission on Elections (COMELEC), they awarded the Php 558 million contract to buy the electronic results transmission services to Smartmatic, adding that the said company was the lowest bidder as well as the most technically capable of the companies that joined the bidding. According to the project’s terms of reference, Smartmatic must complete the transmission of the elections result within 24 hours after the close of the election in the clustered precincts.
