COMELEC rejects Smartmatic request for refund

QUEZON CITY, Philippines (Eagle News) — The Commission on Elections (Comelec) on Monday, September 26 said that it denied the request of Smartmatic International to refund around P20 million in penalties that were deducted from their receivables in 2013 polls.

According to Commissioner Rowena Guanzon, the penalty was due to the company’s failure to deliver the software enhancement for the old Precinct Count Optical Scan (PCOS) machines.

Guanzon also said that they cannot allow the refund since the elections happened three years ago.
