According to the Commission on Elections (COMELEC), it will have a hard time preparing for the 2016 election if it will follow the temporary restraining order issued by the Supreme Court on its “no bio, no boto” policy.
If said TRO is implemented, the COMELEC will have to adjust voting precincts for voters with no biometrics. Said commission would also have to provide more vote-counting machines.
