Con-Com sub-panel proposes “mandatory” appointment of elected VP to Cabinet post

Also proposes “bloc-voting” setup for President, VP positions

(Eagle News) — A sub-panel of the Consultative Committee President Rodrigo Duterte has tasked to review the 1987 Constitution is proposing a provision that would allow for the mandatory appointment of an elected vice president to a Cabinet position.

Former Supreme Court Associate Justice Antonio Nachura said on Thursday, April 12, that the subcommittee for the structure of the federal government was also proposing a bloc-voting setup where a vote for a president would automatically mean a vote for his or her vice president.

“The situation today will not happen anymore dahil magkasama nang partido; the vote for the president is also a vote for the vice presidential candidate,” Nachura said, referring to the situation of President Rodrigo Duterte and Vice President Leni Robredo.

Duterte appointed Robredo as housing czar in July 2016, but was later ordered to “cease and desist” from attending Cabinet meetings.

Speaker Pantaleon Alvarez said Robredo, who vocally criticized some of the administration’s programs, was fired because she had lost the trust of the President.

The sub-panel’s proposals are subjected to the approval of the Con-Com en banc and to the approval of Congress.
