QUEZON City, Philippines – Incoming President Rodrigo Duterte said that his aim for reinstating death penalty is not for the purpose of criminal deterrence since criminals continue with their illegal activities even when death penalty was enforced. Duterte said that, for him, the death penalty is for the purpose of retribution or for criminals to pay for their heinous crimes.
