(Eagle News)—The Department of Transportation has suspended Land Transportation Franchising and Regulatory Board executive director Samuel Jardin for 90 days.
The suspension was pending a probe of allegations Jardin solicited P4.8 million in exchange for the issuance of a certificate of public convenience that is a requirement for transport franchises.
In her complaint, Michele Sapangila said she saw Jardin himself receive an envelope containing P100,000 from a certain “Madame Lolit,” the alleged middleman.
She said she saw Jardin accept a black bag containing P4.5 million in his office on March 27.
A day after, Sapangila said “Madame Lolit” reminded her through text of the remaining amount, and asked for her wedding ring.
In the formal charge received by Jardin’s office on Wednesday, April 3, the DOTr said a prima facie case for grave misconduct, conduct prejudicial to the best interest of the service and graft exists against the executive director.
“In view thereof, you are hereby required to submit a verified answer, including documentary evidence, to the aforementioned charges not later than three days from receipt hereof,” the charge said.
