QUEZON City, Philippines – Incoming President Rodrigo Duterte offered pardon to former President Gloria Macapagal-Arroyo but the third-time Pampanga representative did not accept the offer because she don’t want to plead guilty in the plunder case filed against her. Duterte said that he made the offer because he pities the condition of the former President.
