Duterte signs EO for implementation of annex on normalization under CAB

(Eagle News) –President Rodrigo Duterte has signed an executive order for the implementation of the annex on normalization under the Comprehensive Agreement on the Bangsamoro.

In signing Executive Order No. 79, Duterte said there was a need to “fully implement the various components of the normalization process and capitalize on existing mechanisms and framework” under the annex  signed on Jan. 25, 2014.

The annex, which he said was an “integral” part of the CAB signed between the Philippine government and the Moro Islamic Liberation Front that marked the end of 17 years of negotiations between them, provides for a “process to ensure human security in the Bangsamoro and enable the communities to achieve their desired quality of life through the pursuit of sustainable livelihood and political participation within a peaceful and deliberative society.”

According to Duterte, an Inter-Cabinet Cluster Mechanism on Normalization will be established to ‘ensure timely, appropriate and efficient delivery” of the normalization program, which shall be  “multi-faceted.”

He said the ICCMN would be composed of representatives from the Office of the Presidential Adviser on the Peace Process and the Office of the Cabinet Secretary “with a rank not lower than an undersecretary as co-chairpersons.”

The members, he said, shall come from the National Security Council, the Department of the Interior and Local Government, the Department of national Defense, the Department of Justice, among others.
