QUEZON City, Philippines – According to House majority leader Rep. Neptali Gonzales, there is a possibility that the economic charter change (Cha-cha) may pass the plenary before the proposed Basic Law of the Bangsamoro Autonomous Region, provided that there is a sufficient quorum.
