El Niño to be stronger by February

According to the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA), the country will start to experience the stronger negative effects of the El Niño this February with 85% of the Philippines experiencing a dry spell. The country will also experience a lower number of typhoons. PAGASA added that 2016 is already the hottest year in the history of the Philippines.
