MANILA, Philippines (Eagle News) — Former Manila Mayor Alfredo S. Lim and 14 others were charged with graft before the office of the ombudsman in connection with the construction of an alleged school building in Tondo, Manila amounting to 68.521 million pesos.
In the 12-page complaint filed by Rosemarie Fernandez, the respondents allegedly violated section 3 (e) of Republic Act No. 3019, or the “Anti-Graft and Corrupt Practices Act”, for the controversial project.
The camp of Fernandez alleged that the four-storey school building in Rosauro Almario Elementary School, Tondo, Manila during the administration of Lim in 2010 was “defective”.
The complainant believes that the city government also wasted money in the construction of the defective structure.
Also included in the complaint were Former City Engineer Armando Andres; Project Inspector of the Manila City Government Allan Beboso; Former Department of Engineering and Public Works (DEPW) Material Testing Division Chief Teresita Laxa; Depw Engineer IV Manuel Obina; Former Acting Chief of the DEPW Designing Division Walfrido Novero, Jr.
They’re also now inspecting the DPWH-National Capital Region — the building wherein the city engineer confirmed it was defective.
