President Duterte, through special order No. 977, said Medialdea shall “act as (officer in charge) to take care of the day-to-day operations in the Office of the President,” and “oversee the general administration of the executive department” from Oct. 29 to Oct. 31.
“He shall, if necessary, act for and on behalf of the President, except on matters that the President is required by the Constitution to act in person…,” he said.
He said “all departments, agencies and instrumentalities of the government shall assist the Executive Secretary in the discharge of his functions as stated herein.”
“All acts of the Executive Secretary for and on behalf of the President, pursuant to the order, shall be deemed acts of the President unless disapproved or reprobated by the President,” he said.
