(Eagle News) — Justice Secretary Menardo Guevarra on Wednesday, Feb. 27, reminded members of the Department of Justice’s National Prosecution Service to remain “neutral, impartial and non-partisan” in the discharge of their official duties in relation to the 2019 elections.
In Department Circular No. 001, Guevarra said “no less than the 1987 Constitution provides that officers of employees in the civil service are strictly prohibited from engaging ‘directly or indirectly in any electioneering or partisan political campaign.'”
Guevarra said this was also “unequivocally proscribed” under Executive Order No. 292 or the Administrative Code of 1987, the Local Government Code of 1991, the Omnibus Election Code, as amended, and “other related laws, rules and regulations.”
“Please be reminded that electioneering or engaging in partisan political activities by one holding a non-political office is a punishable offense,” he said.
“Any violation of the foregoing prohibitory rule shall be strictly and severely dealt with to the extent allowed by existing laws, rules and regulations,” he added.
