According to Ambassador Marciano Paynor, Jr., Director General of the National Organizing Council of the Asia-Pacific Economic Cooperation (APEC) meeting, they will have all the hotels in Roxas Boulevard en route to the Philippine International Convention Center will have their windows closed, as well as those of other establishments as part of the security measures during APEC.
