(Eagle News)—Newly elected House committee on constitutional amendments chair Vicente Veloso said they would withdraw the House resolution that allows Congress to convene into a constitutional assembly for Charter Change.
In a radio interview, Veloso said this was at the behest of Speaker Gloria Macapagal Arroyo, who said the resolution should specify that voting would be done separately by the Senate and the House in their proposed amendments to the Constitution.
“Kasi may pagdududa daw ang Senado like ‘yung away about voting separately versus voting jointly. So doon sa concurrent resolution ilalagay na talaga that both houses will be voting separately,” he said.
The plan came on the heels of Arroyo’s announcement she would much rather move on on the issue of Cha-Cha, and allow both Houses of Congress to vote separately.
Arroyo’s predecessor, Rep. Pantsleon Alvarez, had said the 3/4 vote required by the Constitution for Cha-cha could be mustered by the House alone.
