(Eagle News) — Former Customs Commissioner Nicanor Faeldon formally filed on Monday an ethics complaint against Senator Panfilo Lacson, who accused him of receiving a P100-million “pasalubong” when he was the newly installed Customs chief.

Faeldon, who has been detained at the  Office of the Sergeant at Arms since his surrender days ago after being cited in contempt by the Senate for his refusal to attend subsequent Senate blue ribbon committee hearings into the P6.4-billion drug shipment that slipped through Customs, and into corruption in the agency, was temporarily released so he could personally file the complaint.

“Ito lang ang paraan para kwestyunin ang conduct ng isang senador..” Faeldon, who was wearing a white T-shirt with the words “Truth is Justice” printed on it, told reporters.

“Senator Lacson you’re a liar. Gumamit sya ng kasinungalingan para sirain ang isang resource person,” he added.

Earlier, Lacson said that while it was anyone’s right to file the complaint, in the case of Faeldon, it was “a waste of ink and paper” as the senator’s accusations against him were made during a privileged speech.

A privileged speech is considered privileged communication under the law.

This means the contents of the privilege speech cannot be used in a court of law against the person who made the speech in the first place. Meanne Corvera, Eagle News Service
