Lorenzana says he sacked Navy chief Mercado because he “lost confidence” in him

(Eagle News) — “I have lost trust and confidence in his integrity and leadership.”

Defense Secretary Delfin Lorenzana on Wednesday said this was the reason Navy Flag Officer in Command Vice Admiral Ronald Joseph Mercado was sacked the day before.

In a press conference, Lorenzana said in particular, he “question(ed) (Mercado’s) intention behind his fixation with one specific company for the combat management system of the frigate acquisition project.”

Lorenzana was referring to the project worth P15.5 billion, which was awarded to Hyundai Heavy Industries.

Hyundai had wanted to tap another supplier for the installation of the combat management system, a move that was supported by the Department of National Defense’s bids and awards commitee, but that Mercado disapproved of.

Lorenzana said because of that “fixation” with one company, Mercado “disregarded” several directives the defense secretary issued, an act which the defense secretary said was tantamount to “insubordination.”

“…He talks about rescinding the contract kung hindi matutuloy yung pinapasok niya kumpanya,” Lorenzana added, accusing Mercado also of “forum shopping.”

Mercado was replaced by Rear Admiral Robert Empedrad, the deputy chief of staff for reserve and retirees affairs.
