Ang Blas F. Ople program Center and Training Institute ay itinatag noong August 22, 2004. Ito ay isang nonprofit organization at ipinangalan sa isang dating secretary ng DOLE at ng DFA at nang dati ring senador Blas F. Ople. Ang organisasyong ito ay tumutulong at nagbibigay lunas sa mga problema na hinaharap ng mga Overseas Filipino Workers (OFW) at ng kanilang mga pamilya na nakararanas ng hirap.
