State of emergency on energy

According to Department of Energy Secretary Jericho Petilla, the President should declare a state of emergency on energy due to the possible shortage of the energy supply in April or May 2015 as well as the delay on repairs of electric power plants that may result in rotating brownouts in Luzon.
