Prosecutor general admits inquest of Solano “improper”; Primary suspect to undergo preliminary investigation

(Eagle News) — The acting prosecutor general on Monday admitted the inquest proceedings John Paul Solano underwent were “improper.”

Acting Prosecutor General Jorge Catalan made the admission upon questioning by Senator Franklin Drilon.

“Is this a proper inquestable investigation?” Drilon asked.

“That would not be proper,” Catalan said.

He then said Solano’s cases would be subjected to a regular preliminary investigation.

Paterno Esmaquel, Solano’s lawyer, had insisted that this be the case but authorities proceeded to inquest his client for robbery, violation of the hazing law, murder, perjury and obstruction of justice.

“The private complainants also submitted a supplemental complaint which will make this inquest proceeding be resolved but the resolution will be for further investigation,” Catalan said.
