Putting the right people in place: Albayalde explains the reason for PNP reshuffle, gives officials one month to prove their worth

(Eagle News)- Philippine National Police (PNP) Chief Director General Oscar Albayalde explained the recent reshuffle of top police officials last Friday, stressing that PNP needs to ensure “the right person will be at the right post”.

“The reshuffling in the PNP last Friday is due to the recent and upcoming retirement of some senior officials this month. This assignment is still based on the assessment of their performance of the officers and how they can contribute to the main thrusts of the PNP and is not of my personal choice,” Albayalde said.

“Newly-appointed officials have a month to prove their worth,” the PNP Chief said.

After the reorganization of officials, Calabarzon director and former Quezon City Police District director Guillermo Eleazar is now Metro Manila officer-in-charge; Police Director Napoleon Taas of the Directorate for Information and Communications Technology Management (DICTM) was moved to the Office of the PNP Chief; and Senior Supt. Benigno Durana was named as acting chief of the PNP Public Information Office.

PNP Counter Intelligence Task Force (CITF) chief Senior Supt. Chiquito Malayo has also been named as the new Executive Officer and Directorate for Human Resources and Development (DHRD), while National Capital Regional Police Office (NCRPO) director Camilo Pancratius Cascolan will be taking over as director of the PNP Civil Security Group.

The other PNP officers given new assignments were the following:

Chief Supt. Lurimer Detran as the Acting Director, Directorate for Research and Development; Chief Supt. Roberto Fajardo- Acting Director of the Highway Patrol Group; Chief Supt. Edmund Gonzales- Acting Director, Intelligence Group; Chief Supt. Rolando Andutan- Manila Police District Director.

Chief Supt. Robert Quenery – Deputy Director, Directorate for Comptrollership; Chief Supt. Amador Corpus – Deputy Director, Directorate for Intelligence; Senior Supt. Allan Cuevillas – Deputy Director, Directorate for Personnel and Records Management (DPRM); Chief Supt. Gilbert Cruz – Deputy Director, Directorate for Intelligence and Police Operations – Eastern Mindanao; Chief Supt. Rey Lyndon Lawas- Deputy Director, Directorate for Operations; Chief Supt. Wilben Mayor – Deputy Director, Directorate for Police Community Relations; and Senior Supt. John Luglug – Deputy Director for Administration, Criminal Investigation and Detection Group.

Also on the list were Chief Supt. Ceasar Hawthorn Binag – Acting Director, DICTM ; Senior Supt. Celso Pestaño – Deputy Director, DICTM; Chief Supt. Norberto Solomon – Executive Officer, DICTM, while Chief Supt. Rolando Hinanay was placed as the Acting Director of PNP Crime Lab.

PNP Spokesperson, Chief Supt. John Bulalacao was also named as officer-in-charge of Police Regional Office 6 (Western Visayas), while Chief Supt. Debold Sinas was assigned as OIC, PRO 7 (Central Visayas); Mariel Maniego Magaway was named as OIC, PRO 8 (Eastern Visayas) while Chief Supt. Rolando Nana was named OIC, PRO-Cordillera.

Chief Supt. Senior Supt. Madid Paitao is the new Deputy Regional Director for Administration in the Autonomous Region in Muslim Mindanao (ARMM).

Taking over Eleazar’s post at the PRO 4A is Chief Supt. Eduard Carranza. Jodi Bustos
