MANILA, Philippines, June 17 (Eagle News) — The National Commission for the Culture and the Arts (NCCA) lauds the Supreme Court for its issuance of a temporary restraining order against Torre De Manila, also known as the “photo-bomber” of the Rizal Monument in Luneta.
