QUEZON City, Philippines – According to Senator Panfilo Lacson, the shoot-on-sight or shoot-to-kill order issued by President Rodrigo Duterte against alleged drug trafficker Kerwin Espinosa is not allowed. Lacson said that the only justification for killing the suspect is self-defense on the part of the arresting officers.
