MANILA, Philippines, June 30 (Eagle News) — SMARTMATIC withdrew from the bidding regarding the refurbishment of the precinct count optical scan machines after the Commission on Elections (COMELEC) cut the allotted budget.
The COMELEC declared a failure in bidding regarding the refurbishment of precinct count optical scan (PCOS) machines.
