QUEZON City, Philippines – Bayan Muna representative Carlos Zarate agreed that charges should be filed against President Benigno S. Aquino III and Budget Secretary Butch Abad the moment they step down from their position. In particular, various groups are looking into the disbursement acceleration program which was declared unconstitutional by the Supreme Court.
