QUEZON City, Philippines – According to Rafael Mariano, president of Kilusang Magsasakang Pilipino, the government’s unused funds amount to Php 52 billion. Said funds are from the Department of Agriculture and the Department of Social Welfare and Development. Mariano added that other than the unused funds, the government was also late in commencing cloud seeding as the rice crop was already severely affected by the drought.
