The University of the Philippines benefited from the Disbursement Acceleration Program or DAP given by the Department of Budget and Management, according to a statement given Wednesday by Prof. Prospero De Veyra, Vice President for Public Affairs of the University of the Philippines.
According to De Veyra, the university received 1.3 billion pesos in funds from the DBM last 2012. It was used for the rehabilitation of the dormitories inside the Diliman campus, and some parts of the buildings in Baguio City and Mindanao. De Veyra emphasized however, that they had no idea as to the source of funds they got through the DBM, including how it was generated. What was important was they had something to use to rehabilitate the facilities in UP Diliman.
He noted the difficulty in getting funds from the government.
De Veyra said the budget UP got did not pass through lawmakers since this was passed directly to UP from the Commission on Higher Education (CHED). Professor De Veyra adds further, that they took the funds from DAP with a clear conscience, since the funds would be used for university projects.
