Foreign Affairs Undersecretary for Policy Evan Garcia said that the United States had no involvement in any plans and operations against terrorist Zulkipli Bin Hir alias Marwan, which resulted in the deaths of 44 SAF Commandos.
USec Garcia also added that the Mamasapano operation was “100 percent Filipino”.
He insisted that under the 1987 Constitution, US participation in any combat operation is prohibited. He added that the US could help in intelligence gathering, training and evacuation of casualties, as well as humanitarian assistance in standoffs or tragedies.
However, Garcia did not confirm if the United States divulged intelligence information regarding Marwan’s whereabouts. Garcia added that they will leave it to the officials of the Armed Forces and Philippine National Police to make the information public.
